H1 and H4 visa question

My wife, who is currently on an H4 dependent visa, just got hired as a Compensation and Benefits analyst. The company is going to file her H1-B application in APRIL 2006. However, the company wants her to start right away and not wait till OCT-01-2006 (which is the date that her H1-B validity would start). In this situation, is it against the law for my wife to work without pay (as a volunteer) till OCT-01-2006 while still on her H4 and then start work on her H1-B from OCT-01-2006?

Even though she does not get paid, doing productive work is not allowed without work authorization.
Not many options. She may work from out of the US til Oct.

Another question here is can she legally work i.e telecommute or work from home kind of arrangement for a company X based in India and be on the payroll of X compnay and generate revenues in India and file her taxes in India while she is physically present in US
