h1 after 6yrs/iyr out of country stay

Hi all
my spouse is spending a year out of usa and will be back on H4 ( was on H1 before and six year is going to expire), can she apply for a new H1 in us and get a new H1 or should she apply in India to get a new H1 to start a fresh 6yr period. thanks

She should get fresh H1B if she stayed out of the US for more than a year. It does not matter where she filed it.
