H-4 to F-1 ?

I want to change my status from H-4 to F-1. If I apply for a I-20 lets say next week, will I have to pay non-resident fee for fall? Is it irrespective of when I get F1 approval? Or is it the other way ie am I still elligible to pay resident fee till I get my F1 approval? Please advise. Thanks

you will pay non-resident fees from the moment your F-1 status application is approved. If it is approved in time for fall semester, then starting with the fall semester you will have to pony up the cash.
