H-4 if H-1B rejected - Need help

Experts,
I\'d like to know if H-4B extension for the spouse is going to be risky if the spouse got H-1B rejected. i.e H-4 to H-1B was unsuccessful, can the person go back to being on H-4? H-1B rejected due to reasons other than fraudulent/criminal case.

If COS is rejected...

then the status has not changed. he/she is still on H4, unless the rejection notice says so.
