New quota only for Msc Phd

it seems that the new quota is only for advanced degree holders:

Can you please shed some light on the issue of this new 20K quota applicable pool? There has been many speculations about USCIS going back to original stand of US degree holders only.
A5 It HAS to be for US degree holders only. This is the dilemma before CIS (as I understand it):
We know that Congress has added 20,000 more H-1B visas for those people who have US graduate degrees (MS/PhD etc.).
CIS's software system did not have a way to capture data on whether an applicant had a US or foreign degree. Now they have figured out a way to do that.

They have two ways to implement this law.

One, give everyone visas (including US Masters or higher) from the 65,000 quota each year. After the 65,000 H-1s are exhausted, and then give additional 20,000 to US Masters or above.

Second, keep US Masters degree folks in a separate pile and issue them visas from the 20,000.

CIS has not publicly announced yet. But the notice is already before OMB for approval.
