H-1B transfer and J-1 issue

Hi
I have couple of questions regarding my situation. I entered US on a B-1/B-2 visa and then converted to H-1B and currently doing research at a university. My H-1B is valid till 30 June 2007. My questions are:

1- I am being offered a J-1 visa by prospective employer starting July 1st 2007. They dont want to pay the fee and handle the paperwork. If I ask for H-1B from them can I pay the fee for H-1B. And how much fee and paperwork would it be this time around.

2- As I am already on an H-1b do I come under the quota when the new employer applys for me?

3- Is H-1B transfer the same hassle as the new H-1B is?

1) Well, it's not good idea to pay the fee by yourself. It's like buying visa.
Total fee is about $2000.

They said they offer you J1, but they don't want you to be on H1. Have you ever thought what it potentially means ? Unlike H1, J1 has no prevailing wage and they can pay you very low salary. It's very common tactics and I'm pretty sure they knowingly are asking you to be on J1. Such employers will most likely cheat your salary too even though you are on H1.

2. No quota is applied.
3. Transfer is almost new H1 petition except quota issue.

Actually thats a clinical program and would like to just give me J-1 starting July 1st 2007. I also want to add that my H-1B expires on 30 June 2007. And my spouse is hopefully going to be a Us citizen early 2008( Jan/Feb 2007). Is it somehow possible to avoid J-1 and may be apply for EB visa..I just want to buy some time so that I can start work on EAD once my wife is a citizen....
