H-1B Stamping through Consular Processing

This is a very unique situation. I was on H-1B in US along with my wife (H-4). I got laid off and we applied for a change of status (COS) to F-1 which was denied. So, we returned to India within 2 weeks. I have got a job in US and we are getting ready to appear for visa interview/stamping (via consular processing) at the consulate. Here’s our question:

1) My wife’s H-4 visa (through my old laid-off employer) is still valid. So, would she also need to get a new H-4 visa stamped or she can use the old one?

2) Since our COS got denied in US, would this pose a problem at the H-1B visa interview? Can somebody please advise, how to tackle questions related to COS since this is a very rare case?
