H-1B process...do I still have time?

I have two really URGENT questions, thanks in advance for your responses!: A school district has just offered to sponsor me under a H-1B status for the upcoming school year and the whole process -including labor certification- has not been started yet....will I:
a) have time between around now (Apr 3-5) and until mid-April (the expected time when the H1-B cap will be reached) to get the whole process going and get the approval in order to obtain the visa stamp overseas? Is there an expedited process available and would it be advisable to place this application in the hands of an experienced immigration lawyer? I know my prospect employer has been advertising the position for a long time, if this means anything for the DOL certification...
b) which institutions or organizations ARE in fact exempted from the H1-B cap? Is it just colleges and/or other higher education institutions? Are public school systems now exempted? I understand public school districts weren't (at least in the past)...
