What\'s the procedure to make H-1B multiple entry withour leaving USA? How long will it take? Does INS provide speed processing? How much is the cost?

No Multiple entry within US

If you are transferring from some other visa to h1, either you need to travel to your home country or go to canada or mexico to get the multiple entry stamp.
You can get a existing H1 stamp (but expired) revalidated by sending it to St.Louis.
