My H-1B will expired in this March, I want to apply for next 3 year's extension.

My question are:
0. H-1B extension application is different with new H-1B application, is that right?

1. Someone told me INS will charge 1130$ for H-1B extension,
is that right? It is so expensive now.

2. Can I apply it myself or I have to hire a lawyer?

3. Some one told me it will be all right if I submit the H-1B extension just 1~2 days before my H-1B expired, is that right?

A0. It different blocks are checked and the information provided is slightly different.

A1. Correct under most circumstances.

Q2. Can I apply it myself or I have to hire a lawyer?

A2. A lawyer is not required by INS. Whether you can do it yourself is a question only you can answer. Whether you SHOULD do it yourself is another question entirely.

A3. That's correct as long as the application is accepted by INS. Make one mistake that causes INS to return the petition without issuing a receipt notice (sending the wrong amount or not signing the forms are two common errors that could result in refusal) and you will have a very serious problem.
 
I would recommend you to go with a lawyer unless you are pro and you have done this before.
Apply atleast 2-3 months before your expiry date.
Now a days INS is not the same as it used to be.
