Can anyone help me how I should get the re-entry visa?

I went out of the US after I had my H-1 visa once. Then my old H-1 expired so I got the H-1 extended for another three years. Now I need to go to france for a business trip. I have heard that the regulation has changed so I can not visa revalidated in the US. Is that true? Does this mean that I will need to go to apply for reentry somewhere in France? What if I get denied, do I need to fly back to my home country?

---- you may apply in france but they may reject it or inform you to go to your home country to get H1 visa stamp
What if I get denied, do I need to fly back to my home country?
----YES from france to home contry to get H1 visa stamped and then enter US with valid Visa stamp
