H-1 stamp DS156 question URGENT PLEASE HELP URGENT

I'd like to get an H-1 stamp this December. Question on DS156 "have you ever been refused for a visa?" YES/NO?

I ever applied F-1, didn't bring complete document, officer said can't issue the visa and gave me under 214g. I returned 2 weeks later with document requested, no question asked, visa approved same day!. the document was my old passport showing that i return to my country frequently before. silly me i didn't bring in the first interview.

Now, I need to get H-1 visa stamp. Technically, I should answer YES to that question right? Can anyone please give me some advices here? I am afraid that answering YES to that question will affect the outcome/result. If I answer NO, will the officer ever notice it? Please advise,

Your answer should be NO.

Your visa was never rejected so you should put NO as the answer. 221g , 214 etc., are not total rejections. However, i would advice you to consult your lawyer.
