H-1 option for my wife who's on H-4

I'm on H-1 since 1997 and applying for my 10th year H-1 extension and like others my labor is with BEC Dallas.
My wife is on H-4 since 2000 and is about to complete her 6 years on H-4.
Having completed 6 years on H-4, is she eligible for change of status to H-1?
What are the opstion for her to get on H-1?
She is about to complete her graduate degree and can utilize 20,000 US degree H-1 but not sure how could she get an H-1?

I'm sorry it seems too late.
H1 quota is gone for this year and she needs to wait Oct 1 2006 to get quota, but I guess her 6 years is up til then. Unless she could recapture the time she stayed out of the US(a few months at least), it is not possible to get H1.
