The copy of the draft of the CIR is posted on Shusterman.

Read through page 236

Graduate medical education is no longer recognized as speciality occupation and thus IMG are ineligible to apply for H-1 b for residency

Yes, that is true.
  • IMGs will only be able to get J-1, go through waiver jobs, and then apply for GCs.
  • Working for certain Federal Health Centers in waiver areas will qualify for only 2-yr required commitments.
  • Also, physicians will probably be able to work on certain visas, other than H-1, while working waiver jobs - I am not certain I understand that part.
  • There is also a section that allows for a Pilot Program thru 2011 that will permit more Waiver slots under certain conditions.
  • Also, the Conrad Waiver Program is now permanent, instead of the temp re-authorizations.
This implies that AMA or certain other medical orgs have had some input in crafting this part of the legislation. Senator Kyl, one of the major co-sponsors of this "Grand Bargain" is actually known to be very close to the AMA. It also shows that the Medical leaders in this country are once again aware of everything, but want to ride the IMGs to cover the Primary Care shortfall.
