Gurus, what is in bill S. 2045 for I-485 waiters ?

As you know, S. 2045( Abraham ) is going to senate, what is in store for us ? People are saying it will amend per-country quota system, Folks, please clarify this for lesser mortals. Thanks a lot.

Sec 4 of this Bill , Gradually transfers Unused Visas at the end of each quarter to Over-subscribed countries. That will roll forward P.Ds for Indians and Chinese by a huge amount.

Even if 30% of 140,000 Visas are unused in a year, that will Multiply the number of Visas available to Chinese and Indians by a factor of 5 to 6.

A rough calculation that I have done in ISN.ORG posting on the same topic ( my handle is krishns there!!) estimates that instead of
840 Visas for EB-3 India available currently , about 3420 Visas will be available each quarter.

For EB-2 which also gets most of the unused EB-1s - 1680 Visas as of now per quarter - it will get 6840 Visas. If EB-2 is current due to this, then any unused EB-2 - my hunch is about 1000 unused EB-2 Visas
- will flow into EB-3.
