and employ himself in the same position as the gc was filed for )

so he sets up his own company and works for himself owning 100% of shares in the company as employs himself as a permanent employee since ac 21 doesent talk about wage or ability to pay or any other factor like that.


or what are the options to levarege portability and work for yourself in similar job/

That's self-employment. AC21 requires a job offer from another party. If the alien holds anything more than a small percentage of the ownership (5% or so) in the new company USCIS will start getting suspicious.
