Gurus Please help, Is EB3 possible - 3 yr BS+5 yrs experience in the IT field

Gurus-I need your help.
If a person from India has passed 12th Standard, 3 Year Bachelor\'s Degree and has 5 years of experience in the IT field,
1) Can this person apply for in the EB3 category?
2) Does he need to get an evaluation showing:-
"12th Standard, 3 Year Bachelor\'s Degree and 3 years of experience is equivalent to a 4 Year BAchelor\'s Degree in the US"
Then this person will be left with 2 years of experience.
3) Does this person have a good chance in having the application approved?
