Gurus please help - H1 transfer 7th year

Hi All:
I am in the 7th year of my H1B, I already have approved PERM LC and 140, based on which I got 3 years of extension till Aug 2009.

My question is - Is there an official document/memo, which I can refer to my prospective employer to convince him to transfer my H1 in 7th year.

Any pointer is appreciated.
