My understanding is because:
They are not satisfied with the papers which got submitted.
Officer is having Bad day.
Its a random day to transfer cases.
• a need for validation of identity
• a need for validation of legal status
• questionable admissibility and/or qualifications
• apparent fraud
• a second filing
• an applicant with fingerprint rejected twice
• an applicant with medical condition class A or B
• the A-file cannot be located at the time of adjudication.
My attorney said in most cases it's just a random audit; many of hist clients got transferred to local office and the officers did not know why they were there.
One more example: my friend got called in for an interview at the local office and during the interview he asked why he got transferred and the officer said he did not know. He got cleared immediately and passport was stamped.
