Greencard for disabled Irish relative

My moms brother is mentally disabled. He doesn't have health problems...but is mentally like a child. He is in Ireland and my mom is starting to worry about getting him over here once her mother passes. My mom is a permanent resident and my dad and I are usa born. Is this going to be a problem? We heard since he is disabled they may not be willing to give him a greencard. Any help would be much appreciated.
 
Disability is not a bar to get a green card. Only medical conditions that bar someone from immigrating are carrying communicable diseases.

Your mom will have to first become a US citizen, then she can sponsor her brother. Be prepared to wait several years after filing, siblings of US citizens get the last preference in immigration (F4)

She will also have to worry about medical support for her brother, there will be no help from any government programs.

She must become a US citizen to file for him. Then after she files for him, there is an 11-year wait because the sibling category is severely oversubscribed. So him moving to the US won't be a viable option for a long time; your family will have to figure out some arrangements for him in Ireland or maybe elsewhere in the EU.

His mental disability won't cause a refusal of his green card for medical reasons, but they could refuse the green card for public charge reasons.
