Greencard filing for sister who is on F-1 visa

My mom is a GC holder since 2009 would like to file for my sister (28yo, single) who is on a F-1 visa and doing a PhD here in NYC.

What is the preferred way to do this?

1) File now and update the application when my mom become citizen?

I know the wait for F2B is 9 years but would filing for her help in any way?
 
Filing now would establish a priority date so the 9-year wait starts now instead of starting in 2013 or later.

Note that if your sister marries before her mother becomes a US citizen, the I-130 filed by her mother will be nullified.

Also be aware that the I-130 may make it difficult for your sister to reenter the US with an F1 visa. So she'd essentially be stuck inside the US until her F1 studies are done.
