I am currently on student visa and re-entered the country in January 3rd week after winter holiday. I have now decided to marry an USC. Would I have to wait for a few weeks before I can proceed with civil marriage and green card application? Also, does there have to be any time lag BETWEEN civil marriage and green card application?

No, and no. The issue is, when you entered the U.S. on your student visa, you are not supposed to have intention of staying and applying to immigrate. Did you have such intention when you entered? They let you in, so they probably thought you didn't. If you decided to marry and immigrate after you entered, then it's fine. Sometimes people wait a month or two to marry because the longer the period of time, the more credible it is that you made the decision after you entered.

After you marry, there is no reason to delay filing Adjustment of Status.
 
I would advise you to wait for 90 days from your last re-entry into the US before you marry and file for AOS.
