Hello, if my brother has green card. Can he sponsor me for green card?

Yes. Many many years, i.e. after he becomes a citizen. Actually, they are planning to change the law so brothers cannot sponsor again. Only mothers fathers, sons daughters, and husbands/wives can sponsor.

They've been planning to eliminate FB4, the DV and return 245i for years now. I'll believe it when I see it.
