I have two questions:-

1. Once your employer placed advertisement i know they need to keep it for 10 business days. After that how long employer need to wait before your they can submit PERM?

2. If employer says " they can not tell when they can submit PERM as they are currently satisfying DOL requirment"---What does it men? Is it true that employee can not tel a date?
 
The employer has to satisfy ALL requirements before they can file for you. The advert is only ONE requirement. They have to gather ALL required evidence. Read up on the section of law (INA) and the USCIS (8 CFR) and DOL (20 CFR) regulations pertaining to your job and visa classification.
