Green card holder traveling to Europe few questions

I am applying for a reentry permit for my father, but we are on a time constriction. Departure is the end of August.

I am going to ask for the permit to be expedited but I am confused about a few things.

First I am being told that one can leave after fingerprinting and have the permit forwarded to the consulate in the country (Germany) of travel. If thats the case how do we gain entry into that country? Will they issue a visa without a passport or reentry permit? Perhaps a visa is not necessary if you have a US greencard?

Second, I read on this forum you can leave after applying as long as you return in time for biometrics. That raises the same questions as above plus how do you reenter the US since you cant have the permit because you havent done biometrics.

Finally, is there a way to walk in the application and increase the time to expedite?

So you're an asylee or refugee? No passport? If you need the RP as a travel document, the option of having it sent to you does not work. With the time constraint, you are cutting it close. Unless you provide a valid reason for them to expedite the RP, they might not do it.
