Green Card holder filing I-130 for spouse

Gurus,

My brother's present status is permanent resident, but he will be citizen within 6/7 months hopefully. Question is:

1. If he applied I-130 for his spouse now, can he upgrade whenever he will be citizen?

2. How long it will take to update the status?

3. If it's too long, can he re-apply I-130 from the beginning?

in this case - just months from citizenship, I would advise your brother to hold off filing until he gets his citizenship. This way he will escape the paperwork and lost time that is usually associated with transferring the application to a different category.

it also depends on whether the spouse is already in the U.S. or will be doing CP.

Spouse is outside of the USA.
