green card for over 21 unmarried daughter

Can a mom who has a gc but doesn't stay in the US but maintains her status by using re-entry permit every two year sponsor her daughter who is unmarried and over 21. I know that a person having a gc can sponsor their unmarried son/daughter who are over 21 but in this case this person is not staying in the US and just maintaining the green card. Is it going to affect the green card processing for the daughter?

For how long has the mother been doing this and how long does she intend to do this? The risk here is the mother losing her own GC status if she does not make the US her permanent home.
