Green Card For Nurse In Management Role

My wife is masters prepared from a graduate school in the US and currently on a H1-B visa. She intends to get a bachelor’s degree in nursing from a nursing school in the US. However, after getting the nursing degree she would continue in a management job which requires a degree in nursing in addition to the management degree. Would she qualify to apply for a green card through the special category for nurses.

In other words, can a nurse who is not directly involved in patient care but is in a management role which requires a nursing degree in addition to a management degree apply for a green card based on her nursing degree? And would the green card application be any easier/faster based on the nursing degree as opposed to the current master’s degree?

unless holding a RN license, no one qualify GC.
