Green Card for my parents and minor sibling

I am a US citizen. I know the process how to apply for green card for my parents. I have been gathering papers for them. I need to find out what happens to the minor sibling I have. My brother is 16 years old. Every one in my family have b2 Visa. They can come visit any time. Some one suggested to apply for GC when my parents are here, that way I can put i130 and i485 at the same time. My question is if my parents gets Green Card, do they have to wait for become a citizen and apply for my brother (who is a minor now).

I have read somewhere online, that non immigrant Minor child of a Green Card holder can be processed in a special category. Can someone please update me on the process.

it's not a special category. It's just a category.

Some one suggested to apply for GC when my parents are here
it is illegal to enter on a non-immigrant visa with immigrant intent. They may get into a whole bunch of trouble if they apply for a GC soon after entering on a tourist visa. Do them and the rest of the parents a favor: don't do it.

Your parents will be able to apply for your sibling's GC when they become residents (GC holders).
 
I would not suggest bringing your parents at this time unless somebody in their home country is there to take care of your brother until he turns 18. They can apply for him when they have green cards, but that will take about 1 to 4 years depending on how the F2A category moves in the visa bulletin. And he has to be in the US legally to adjust status in the F2A category, so having him overstay is a bad idea.
