Green Card for a minor Brother

Does anybody know if a minor brother (below 21 yrs old) is covered under Mom's petition, which has a shorter processing time or do he need a petition as a brother and hence has to wait until the "Cows come home"

No. There are no beneficiaries in parents cases!
Your mother would have to petition for your brother once she gets her green card.
