Green card fee to be paid when went for second time interview

Hi,
I applied GC for my parents when they are here and forgot to apply I485. So they got the file moved to Chennai and at the time of interview they said, due to overstay they are banned for 3 years. All the fees are paid as of that point to NYC and medicals were done in Chennai.

Now 3 years later and they went for the interview and they were asked not to pay any fee except the corrier fee. Also my parents sent an email to consulate before the interview asking for fee detials. They were told that no fee needs to be paid.

Now they got a call from chennai Consulate to pay rupees 14988 per person.

My parents sent an email to consulate and requested them to confirm the payment whether they need to pay or not in written as they are not sure.
No responce, its been 2 weeks.

Please advice.

Is this the "visa issuance" fee? You do have to pay for the actual visa that is placed in the passport and that gets paid at the end when they approve the visa and not before then.
