Green Card application for brother and sister and their family members

I am a US citizen and more than 21 years old. I am planning to apply GC for my brother and sister but both of them are married and they also have some children. Can I only able to apply green card for brother and sister or also their spouse and children. If so how I can do that. Or they can only able to apply once they become permanent resident
