Green card app for husband while living abroad (UK)

Hello! I'm a US Citizen, living in the UK since August 2010 (student from Aug 2010 to July 2011, now working here). I wanted to apply for my husband's green card but not sure if I can do so while living abroad in London.
 
Is he on any visa in US or outside.If outside you can opt for consular process for Form I-130.Meanwhile make sure to have ties with US.....like paying tax,maintain residence etc to prove intend to return to US.
