Got RFE, should I submit by myself? suggestion please

The CSC send out RFE at Feb 12. The lawyer got the letter at Feb 25. (until I let them check from the file, otherwise the lawyer still do not know that they received the RFE notice).

I sent the EVL and 3 years W-2 to the lawyer On March 1 in hand.

And they still hold the file and did not send out to the INS. The legal assistant said she will let her supervisor double check and them mail out to the INS.

The marterials has been hold in their office half month, should I mail the RFE by mysel or wait for the lawyer to mail out?

I f I mail by myself, should I inclued one cover letter or anything?

Do you have RFE in you hand? I mean blue sheets and envelope. On blue sheet you can find exlanation how to file and what to file.
 
should we write in our EVL what salary we are getting?
Is that mandatory in EVl when we submit to USCIS in case of RFE.???
