Me, My wife and Daughter has our IV stamped in Chennai, India. Is it ok, If I travel alone to US first(Due to a urgent Requirement), get I551 stamped and come back to Chennai after two to four weeks to take my family to US? Will there be a problem in POE when I am entering with my family where I have I-551 and my family has only IV(to be I551 stamped)? Please advise.

Yes you can travel alone.
Infact your wife and daughter can travel by themselves as well.
There is no need for you to go back to fly back with them (unlesn ofcourse you absolutely want to, there is no legal requirement).
The Immigrant visa is valid for 6 months and then for a year after stamping entry stamp. Which means the holder of the visa must travel to the US to seek entry within 6 months.
You would have received 3 packet from the consulate one each for yourself, wife and daughter. As long as they (wife and daughter) have their packet they can travel by themsleves when ever they want to within before the 6 months are done.

1) After getting I551 stamped, can I leave the country without the plastic card?
2) if I leave US should I wait until the plastic card comes in, to enter again? and I have enter again within 6 Months right?
3) After entering US, can I apply for reentry permit immediately and leave? or how long should I stay in US after applying for re-entry permit?

Once you I 551 stamped in your passport that is as good as plastic card and that is valid untill one year.
Once you are done with stamping i would suggest wait until u get the card (Generally it will arrive in 15 days) and then apply for permit.
But there is no harm in applying for reentry after getting the stamp in passport with out the plastic card.
Also there is no need to wait until the approval for reentry permit. All they need is u should present in US when u apply .Approval will come slowly...
