got H1B transfer, never stamped 1st one. Where should/can I revalidate?

Hi:
I had H1B wth 1st company (I-94 expires 03/2004), but never left US, so never got it stamped. Got transfer Oct. 9th, 2003 ... So now, where can I get my visa stamped? Is it possible to do it in St Louis/DC? Or do I have to get it done out of the US (in the usual suspects, Canada/India)?
Any info. is appreciated.

You cannot get H1 revalidated by State Dept in St. Louis unless you already have an expiring or expired for <1year H visa.

So, if I wait till 30 days before my 1st H1B expires, can I then do it in St. Louis? It doesn't make sense I guess, as they will see that I have a new visa issued.....
 
Ok you are getting confused in terminologies. I797 approval doc is not a visa. A visa is something that is generally MRVd in your passport. If you do not have a MRV for H1 in your passport, you cannot apply in St.Louis.
You need to go to a US consulate- canada, mexico or home country..
