Got a refund.. Surprising!!!

Got 2 refund checks from BCIS for overpayment of filing fees for I-765($32) and I-131($30). The RDs for both were 2/10/2003.
During Jan and Feb of this year, there was a temporary reduction of filing fees for a month.

Did any of you get these checks?

When INS decreased the fee for a very short time at that time I thought about it as "Big INS sale, get your AP/EAD at deep discounts"! Realizing that few people ended up paying full fee (because of confusion, worry about rejection etc.) now I am thinking it was more like a "Mail in rebate thing".
