Got 2NL seems a bit outdated HELP anybody

Hi all I just received my second package, unbelievable on time the date it was shipped it is on the second week of October and I got it effectively 1 month and 2 days before my interview.

What's in it it's somehow weird but within the expected parameters. The envelope was shipped from sweden altough KCC said that the enveloped was to be shipped from my local US embassy in La Paz

it contains:

The 2 notification letter which is pretty standard, however something that says that I think wasn't in other DV winners 2nd NL is the total cost for LRP processing it says that the fee is now 755 us$ per person, broken down as follows VISA APPLICATION FEE(335), SECURITY SURCHARGE (45), DV VISA LOTTERY SURCHARGE (375).


It also says that one of the applicants in my application failed to submit some of the requested documents or submitted imcomplete documentes and that the attached sheet named NOTICE TO VISA APPLICANTS should be checked, in my case the attached sheet only has my case number and the applicants name in this case only mine since Im single with no kids. I'm thinking the 2nd NL letter is a template letter and they say that the applicant is missing docs, so they can attach the sheet from the KCC with the remaining info.

It also says that any other infor regarding my case should be addressed with the US La Paz embassy instead of the KCC.


It also contains the "Appointment instructions for immigrant visa applications" form OF-171 SP spanish in this case which seems a bit outdated from my point of view, much much of this outdated form is current it states:

To bring an Optional 230-II form to the embassy apointment which was supossed to be attached to the letter but it isn't (I'm thinking that they already have this form from the 1st NL package that we return to KCC.
It also says that the letter attaches the COMPLEMENTARY NOTIFICATION LETTER which I'm guessing is the letter where the apointment is detailed.
It also asks me to bring a filled form 9003 from the IRS to the interview, I coulnd't find this form but browsing USCIS I found this memo from the former Defense Sec. C. Powell

So I'm wondering are we still supossed to take this form to the interview if yes is the answer what would the equivalent form be.
Another thing that is new in this form OF-171 and is also in the bolivia US embassy website is the fact that it says that only documents that are not in spanish or english should be translated, I've been reading posts from SA from other DV winner and most of them translated most of their docs. What should I do?

The envelope also contains the doctor's info which in Bolivia I think we already got it with the 1NL also. Also has a sheet of paper that says that the immigrant visa apointment only lasts for the timeframe of 1 year, and after that timeframe it expires and can risk any immigration paperwork related with your case (think is standard sheet for immigrant appointment doing CP)

Anybody to help please.

I think it says someplace (I don't remember where) that the second letter is received about 4-6weeks before the interview... some people don't get it until 2weeks before it, so you should feel lucky!

That's probably on every 2nd letter (it was on mine), but the other winners didn't explicitly mention it.

No, it doesn't say that someone failed to submit something... but that IF someone submitted incomplete documents, these would be listed on this extra sheet.

That's normal.

If it says on the official documents that it Spanish or English is ok, then you can believe that. I did my interview in Switzerland and here German documents are also accepted.

No, but in case of any unexpected changes with your interview date, they can contact you. Generally US consular office doesn't contact the applicant. Why did you ask this question..?

Is it common for the US embassy to contact you after you have received your interview appointment?
 
A family member of mine was contacted, and youre right, it turns out they had to move her interview forward by a week, they didn't say why though but it doesn't really matter- she is happy with an earlier date!
