refufee following-to-join

my father(he is USC) sponssored me and i am in US right now wating for my GC since abril (2006) . I have been married since jan 2000. Can he(my husband) get the following-to-join benefit ? He is in Canada right now as a refufee clime and he cann't get a vaild pasport coz he's refugee situation
if he can what he suppose to do in this cace?
