INS is a government organization. When govt is shutdown, government organizations like INS will not get money to run their show. So they stop working.

shutting down govt means all govt offices (except emergency services)inculding INS will be shut down!!!!No GC processing no visa processing.

Govt shutdown will be till they resolve their problem or diff between democrats and republicians.
Last time the govt shutdown for 2 weeks!!!!!!
