Good Conduct Certificate

I was requested to get Good Conduct Certificate from my local precinct (because fingerprints were rejected twice) and when I went there I was told that they don't do that and I have to go to central city police.... but the Immigration Officer specifically told me to get it from local precinct.

Do all police precincts issue Good Conduct Certificate? Or some of them don't?

Any advice is appreciated.

If your local one says they don't do it, then contact the central police who has jurisdiction over your area.

That's what I intend to do... but, see, central police wants to fingerprint me, but USCIS could not read my fingerprints that's why they sent me there.

I was wondering... maybe my precinct in fact does give those letters, it just that lady did not know? Is there a way to check that?

How many police jurisdiction cover your area? There could be township, city, county, state police. etc AT least one of them can do it
