Going from F1 visa to greencard

I am recently married to a Japanese citizen. She has a 19yr old daughter who is here now on an F1 visa. We did the greencard process for my wife on our on which took about 7 mos start to finish. We were told during the process that I could not file the I-485 package for wife's daughter but my wife could after she received her green card. My wife just received her greencard and now we find out there is a different process all together get a green card for my stepdaughter. We would like to know:

1) can my wife submit a change of status for her daughter?
2) can I submit a change of status for her daughter?
3) Would adoption (California) be a better or quicker option?
4) Is there any way to get a work permit, SSN, or California ID
while on an F1 visa?


A lot of questions at once but I am sure many more are to follow. Thank you in advance for any assistance or advise given.
 
A1: No. Your wife first needs to file an I-130 for her
A2: No
A3: Too late for that
A4: She can get OPT after completing her degree
