Go for passport stamping without approval letter?

Hi

I heard that you can go to local INS office for passport stamping without the approval letter (of course, you have to be approved). Can anyone confirm this? My local INS center is in Newark, NJ.

I went to newark to get my PS stamped .... they have specifically asked for the approval letter .... I am not sure if anyone had their PS stamped without their approval letters .... Good Luck
