getting H1B without a degree

My husband is currently on a TN, but his employer wants to keep him on indefinitely, so they are hoping to try to get him an H1B. Unfortunately, he does not have a degree, or the 12 years of related work experience required for equivalency. Rather, he has completed college courses and has his MCSE and 7 years experience. Unfortunately, the INS does not recognize MCSE certification. He is currently enrolled in an AA program, but will not finish for another 14 months, and his TN expires early next year.

Does anyone know if you can combine college credits and work experience to get equivalency to a degree? He's asked their HR department, and they had no idea what he was talking about.
 
You know, nowadays H1 is evasive as you'll never know you can get it. It went through random selection (basically lottery) this year because too many application came in on the 1st day.
I'd say if he can stay on TN, just do so.

His employer can not keep him "indefinitely" with H1 as H1 is a temporary work visa and has 6 year limit. If they want to keep him for long time, they need to apply for GreenCard, which they maybe able to apply for with TN.
