Getting Driver's License on L1 blanket visa

My 15 1/2 year old son should be getting his temporary driver's license next month. We are concerned that he will not be able to due to the visa we are in the USA on. We are currently on a L1 blanket visa. Could someone tell me if he is able to get his temporary license?

Why would you think this to be a problem.
Typically these days, even if a person for ex. on H-4 not allwed to have a Social Security Card can apply and get driver license using their passport to offer proof that they are here legally.

I know people who are on blanket L1s and their wives (on L2) having obtained driver licenses w/o any issues.
