Getting B1 visa at Counslate

Hi,

My parents are planning to come to USA on tourist Visa. My aunt had applied for their green card in year 2000.
Now in DS form there is a question Has any one applied for immigrant visa.
What should we answer, yes or no.
I beleive the government would have the records and thus answering Yes would be appropriate, but I fear that the visa may be rejected. Please advice as to what needs to be done.
