Please correct me if i am wrong.

So far i have understood that when an LPR petitions for his spouse, the spouse's application, I130 gets approved and waits 4 years or so to be given a visa number. where as a USC when petitions for his spouse gets the visa number right away. Provided that there is no delay, how much time does it normally take for the I130 petition for spouse of USC take from being approved to actually being assigned a visa number ?

See here for the process.
Usually, for a USC, it takes 3-6 months to get the interview and then a month after to get the green card.

i dont think that applies to me, my spouse is an indian citizen and she doesnt have any immigration status.

i was asking to know what kinda of time frame is there between the citizen sending I130 being approved and getting a visa number. or the time it takes to be assigned a visa number after sending the i130 petition for spouse (by usc)

Is your spouse currently located in the US? If so, will your spouse attempt for adjustment of status here in the US, or leave the US and go for an interview at the consulate?

On the process of Immigration I understand that the process, for the Spouse/IR of a USC begins with sending in the I130 petition, then its approved and given a Visa number. Normally how long does it take from receiving the I-130-to-approval-to-visa number take ?

Assigning a "visa number" is an internal step that you don't see or know about. What matters to you is when they stamp the immigrant visa in the passport. Once the I-130 is filed, if you the petitioner are a USC, it generally takes anywhere from a couple of months to a year depending on how fast USCIS processes the I-130 and the specific consulate's workload and efficiency, and random luck.

And for Immediate Relatives, which are uncapped, I doubt a visa number is ever allocated. It's tracked, but in a different fashion than the limited categories as I understand it.
