GCs for Brother (in H1B) of a U.S. Citizen

Hi all
My brother recently got his citizenship approved. I am currently on H1B (fourth year) and my company is processing GC, but is stuck in labor. My wife on H4 wants to start working, but could not, due to visa status.

We read about "Green Cards for Brothers and Sisters of U.S. Citizens" in INS web sites and wanted to get answers for the following questions. Thanks in advance for responses.

a. We saw that the current processing date for I-130 (for relative) is anywhere from 1999 to 2001. The question is, if we apply through this category, will my wife get atleast the work permit or EAD soon (as there is no labor involved here etc.,) so that we do not have to really care about when the actual GC comes.

b. I also want to make sure that this GC application will not hamper by GC via my company.

Siblings of a USC fall under FB4 category and have to wait for atleast 11 years for their I-130 to be approved and PD to become current. Currently, applications from 1994 (rest of world), 1993 (India), 1991(Mexico), 1983(Phillipines) are being processed. Look here...

It wont, but you might get your employment based GC sooner...
