GC Renewal outside USA

My parents have had a USA GC for 10 years and it expired in october, 2011. They returned back to pakistan in March 2012 and are living here. Now they want to go back to USA. They want to go back in January-February 2013. What should they do now as they forgot to apply for renewal of GC till now? Should they apply for I-90 elctronically or go for a visa-boarding foil and apply for renewal in USA?? will there be any penality for late application for I-90 (as it is more than 1 year now that their GC expired).
 
They should apply for the I-90 and then take the receipt with them along with the expired green card. That should be good enough to enable them to board the flight, however upon arrival in the US the officer may determine that they left the US with the intention to abandon residence, because when they left the US their cards were already expired and they had no pending renewal application, and they stayed outside for more than 6 months. As a result, the officer may order them to see an immigration judge if they want to preserve their status and renew their green cards.

There is no immigration office in Pakistan.Should they apply electronically...??
 
They can file electronically or on paper. If they file on paper, they can do that by sending the application to the US via Fedex/DHL/UPS.

Whether they file electronically or on paper, in 2-4 weeks an official receipt notice will be mailed to the US address they specified, then somebody can send that to them in Pakistan via Fedex/DHL/UPS. But if they file electronically they can print the online confirmation. It's not as good as the official receipt notice, but if they can't wait for the official receipt they'll just have to use the printed electronic one and hope it will be good enough to board the flight.
