Section 202 prescribes that the per-country limit for employment based immigrants is set at 7% of 140,000. So, that means, for any country (obviously including India), no more than 9,800 GC\'s can be issued per year. However, as per the new law (S.2045), this restriction is removed (pending endorsement by the INS). The proposal is also to use the unused numbers over the past 3 years.

no..it doesnt mean that at all...
Sorry..what exactly are u asking ? In any case, assuming that you are waiting for your 485....you dont really have to worry about others getting it faster than you.......you are ahead of the game and stand to benefit if this law is implemented..
